Such alarms can be sent locally to a computer that will relay the information to a management center. This involves quite a high investment at every location where a system is installed.

Security systems can already send the alarm remotely using voice networks such as PSTN or GSM. These networks are eligible for carrying such critical data because they offer a very high reliability (compared to non professional DSL or Cable infrastructure). However they are not designed to transmit multimedia information including voice, data and video unless using complex and proprietary protocols.
